Second Tier/Neutrals?

Sorry to bother everyone with a basic question that I am sure I have read the
response to but just can’t remember!
I am typing out the blood type lists for dh (O nonnie) and myself (A sec), and I
have stumbled over the question why there is a division between Tier Two and
Neutrals. In fact, some of the “neutrals” are avoids, but I understand that
they are potentially of a less serious nature than Tier One avoids. So, safe to
lump all Tier Two and Neutrals into the Tier Two category?
